SOAR imposes a strict quality control protocol to assure that all funds/goods allocated for the benefit of the orphanages reach the intended recipients. This protocol has 5 primary steps:

  • First, SOAR rarely makes cash distributions directly to the orphanages. Rather, any goods/services that can be procured in Armenia will be purchased by our Partners and distributed directly to the orphanages.

  • Second, we implement strict chain of custody procedures for any goods/services distributed to the orphanages. This will assure us that these goods/services have been received by the orphanages in the exact quantity intended.

  • Third, our Partners make multiple, random checks to the orphanages following each distribution to assure that a reasonable quantity of goods remains. We recognize that this step may be difficult with certain types of products (e.g., food). With other products, however, such as disposable diapers, medications, or mattresses, most if not all of the original quantity should remain a few days or even weeks/months after the distribution. Any discrepancies are reported immediately to Dr. Yacoubian.

  • Fourth, when possible, goods donated by SOAR are engraved and/or stamped with a corporate seal. This type of identification is particularly feasible with non-perishable items, such as appliances, beds, books, and desks and chairs. We recognize, however, that with disposable items, such as food and diapers, this level of security would be difficult, if not impossible, to implement.

  • Fifth, we implement a zero-tolerance policy for fraud, theft, and/or deception. Prior to making distributions to the orphanages, the orphanage directors are informed of our strict protocol. They are warned that random checks are part of this protocol and that, in the event a discrepancy arises, they will no longer be eligible for assistance from SOAR.
